When you set a key bind it should say button 1, input 2 or something like that. There's only one joystick tab for keybinds. go through and select what you want to bind and just press the button or axis on the new stick you want to bind it to. it will appear as "button 3 [joystick 2]" or something.

Update: Reinstalling seems to work. I turned on level based voice activation to test the level and turned it to 0. The comms indicator in the top left lit up notifying me that my voice was going through. Seems like it was just a bad install. If you have the same issue as I did I suggest doing the same thing.
